Introduction to the Framework and Summary of Equity

Evaluation is required on an ongoing basis under WIOA to ‘promote, establish, implement and utilize methods for continuously improving core program activities in order to achieve high-level performance within, and high-level outcomes from, the workforce development system.’ Evaluations should employ ‘rigorous analytical and statistical methods that are reasonably feasible, such as the use of control groups.’

This video presents an overview of the evaluation under WIOA. It will review the key components of evaluation and preview many of the topics that will discussed in this framework.

This framework uses the following working vision of equity from the Annie E. Casey Foundation: Equity is “the state, quality, or ideal of being just, impartial and fair. The concept of equity is synonymous with fairness and justice. It is helpful to think of equity as not simply a desired state of affairs or lofty value. To be achieved and sustained, equity needs to be thought of as a structural and systemic concept.”
